Long cherished in northern Luzon, the vibrant handheld dish is now finding new audiences outside the Philippines and online.

If you're on the gastronomically-inclined side of the internet, then you've probably been plagued by a singular question lately: Dubai chewy cookies or Ilocos empanadas?
The dichotomy emerged when the two delicacies became the object of seemingly everyone's obsession. For us Pinoys, Ilocos empanadas have always been a sought-after snack, especially for those who’ve traveled up north to the Ilocos region. Crispy, meaty, and perfectly paired with local vinegar, it’s not surprising that they’ve also become a hit overseas.
Why Ilocos Empanadas Are Trending Online
Characterized by a bright orange outer shell, Ilocos empanadas are totally unique—not just for their eye-catching exterior. Dyed with atsuete, the crispy dough serves as a vessel for minced Vigan longganisa, shredded green papaya (or cabbage, in some variations), and a golden egg yolk. Mung beans or carrots may also be added to the mix.
Largely credited as a delicacy of Batac City in Ilocos Norte, the dish is often eaten with punchy vinegar native to the province. The result is a crispy, garlicky, meaty, and deeply umami bite that keeps you reaching for more.

As of late, the internet has rediscovered the wonders of this humble dish. With roots in the northern regions of Luzon, Fil-Am stars Bretman Rock and Bella Poarch have been vocal fans of the handheld treat. Food content creators and chefs alike have joined the hype, recreating the dish and sharing their results with followers. A quick search for #IlocosEmpanada on TikTok reveals an endless stream of crunchy bites and unmistakable “Mmmm!” reactions.
Locally, the hype never really faded, with many spots continuing to serve the vibrant orange snack. True to Pinoy humor, many have found themselves jokingly forced to choose between the empanada and the equally viral Dubai chewy cookie. And the verdict? Either one will do—but preferably with a side of hugot.
