5 Important "Community Quarantine" Guidelines for Metro Manila You Need to Know About

Today, Malacañang issued a memorandum on strict guidelines for the implementation of community quarantine in Metro Manila. The said rules will be effective starting tomorrow, March 15, until April 14, 2020.

Here’s a breakdown of the guidelines:

1. A curfew will be implemented. 

As per the Metropolitan Manila Development Authority (MMDA)’s directive, a curfew in Metro Manila will be imposed from 8 p.m. to 5 a.m. starting 12 midnight today. Only workers will be exempted from this rule. Malls will also be asked to close to prevent the spread of COVID-19. Supermarkets, grocery stores, and banks will remain open. 

2. Mass gatherings are prohibited.

This includes the full suspension of movie screenings, concerts, sporting events, and other entertainment and social activities.  The only exception for this rule includes important work-related meetings, as well as religious activities, provided attendees keep at least a one-meter distance between each other throughout the event.

3. You can still travel out of the country.

If you’re still keen on your international travel plans, you may still do so provided that you present proof that you’re confirmed to fly out of the country within 12 hours upon entry to NCR. This, of course, excludes flying to countries with imposed travel bans. Domestic flights, however, will be prohibited.

4. Moving within Metro Manila may have restrictions.

Staying in the capital doesn’t mean that you’ll have full travel access around the metro. On the contrary, if directed by the Department of Health (DOH) and Department of the Interior and Local Government (DILG), LGUs will have to impose either a general or enhanced community quarantine in their respective areas.

General Community Quarantine – Allowed movement will be limited to accessing basic necessities such as groceries, as well as getting to their respective workplaces. Meanwhile, entry and exit to and from the area will only be given to health workers, authorized government officials, those traveling for medical or humanitarian reasons, those on the way to the airport for international travel, persons providing basic services and public utilities, and essential skeletal workforce.

Note: Upon exiting an area, you’ll be tested by quarantine officers for possible symptoms including fever, respiratory problems, and diarrhea, among others. More importantly, once you’ve returned to your home, you’ll have to subject yourself to self-quarantine for 14 days.

Enhanced Community Quarantine – All modes of transportation will be disallowed as the entire community is required to stay at their respective homes, while under the surveillance of uniformed personnel. Basic necessities such as food and other health services will be regulated by the LGU. 

5. Transiting for work to and from NCR is allowed.

This rule applies for both employed and self-employed workers provided you can present proof of employment or business to border patrol at checkpoints. However, take note that non-essential entry or exit to and from NCR is now prohibited.

Guidlines are still subject to a day-by-day assesment by the IATF.
