Social media platforms have recently been filled with QR codes issued by the Bureau of Internal Revenue (BIR), also known as the BIR Registration Seal Badge. It serves as proof that taxpayers operating online have complied with the BIR’s registration requirements.
Content creators, retail sellers, and other online businesses were initially given until October 31, 2026, to display their badges on their respective pages. Failure to comply would subject them to penalties. However, the BIR has since decided to suspend the mandatory display requirement until further notice.
BIR Halts the Mandatory Display of the Registration Seal Badge Indefinitely
The BIR had issued more than 52,700 badges as of October 14, 2026, but the mandatory display requirement raised concerns over the disclosure of personal information, including taxpayers’ full legal names. This could expose them to stalking, scams, identity theft, and other risks, especially those operating their businesses from home. The additional steps, paperwork, and technical requirements have also raised concerns about potential barriers for aspiring vendors and content creators.
In response, BIR Commissioner Charlito Martin Mendoza signed Revenue Memorandum Circular No. 113-2026, which states that this is to “provide for the orderly implementation of the Bureau's registration verification initiatives.” He also wrote, “Our commitment remains the same: to protect taxpayers, make compliance easier, and deliver the quality of service you deserve.”

The commissioner also acknowledged concerns regarding “data privacy, technical issues, and the scope of the BIR Registration Seal Badge requirement.” In response, the BIR will collaborate with the National Privacy Commission and consult affected taxpayers and stakeholders to review the implementation during the suspension period.
Taxpayers may continue to display their seal badges voluntarily. In the meantime, no penalties will be imposed for failing to display the BIR Registration Seal Badge.
