Looking to grow your career beyond the workplace, and maybe even beyond the country? Government employees can now submit applications to the 2023 Korea International Cooperation Agency Scholarship Program until March 20, 2023.
As part of Korea International Cooperation Agency’s (KOICA) 62 target countries, the Philippines is inviting its public servants and professionals to study for a master’s or a doctorate at prestigious universities in South Korea at no cost.
Apart from tuition, KOICA scholarship applicants will receive monthly allowance, air fare, accommodation, settlement allowance, scholarship completion grants, insurance, and extra-curricular activities.
To be eligible for the scholarship, one must be a Filipino government employee and have a minimum of two years of experience in the selected field of study, but more on this later.
KOICA offers 24 master’s programs and two doctorate programs in total, but it is only details on the first half that have been released as of writing. The application guidelines for the other 12 courses will be provided next month.
Each specific course is assigned to one university, like Gender Leadership at Ewha Womans University, Digital Innovation at Hanyang University, and Capacity Building for SDGs at Seoul National University, to name a few.

Qualifications to apply for KOICA Scholarship Program
- Citizenship: Must be a Filipino citizen
- Government Nomination: Be officially nominated by the Philippine Government through the Commission on Higher Education*
- Experience: Government employee with a minimum of two years of experience in the field of study (Applicants with a minimum of two years of international NGO work experience may apply for the KOICA-AJOU Master’s Degree Program in Civil Society Leadership with endorsement form)
- Age: (Preferably) Be under age 40 as of February 2023
- Employment: (Preferably) Be employed by your government during and after the program
- Level of Education: Have a completed Bachelor’s / Master’s Degree
- English Proficiency: Have a good command of both spoken and written English
- Not be a person who has withdrawn from KOICA’s scholarship program
- Have not participated in KOICA scholarship program or any of the Korean Government’s scholarship program before
*To be nominated, coordinate with CHED IAS for the requirements and process of obtaining the Philippine Government Endorsement Letter.
Applications will be collected by your government employer and then sent to the KOICA Overseas Office or the Korean embassy.
