Two years into their relationship, Billy officially put a ring on it at NINYO Fusion Cuisine & Wine Lounge when he dropped one knee and proposed to Coleen at almost midnight of Wednesday, December 21. Teary-eyed, the 24-year-old actress happily said yes.
