To recreate this 'do, celebrity hairstylist Mark Rosales says it's important to start with wet strands. He explains that baby hair needs to be wet to be styled, so grab a spray bottle and douse them with some water. Next, dip a toothbrush or your eyebrow spoolie in a little hair gel and brush the hairs according to the shape you want.
